Suddenly, it just started pouring rain. I could barely see across the street and when I could, rain was blowing in heavy sheets UP my neighbors roof. The streets were flooding full to the tops of the curbs on both sides of the street like a river, and we are on the a top of a hill. Lakes started forming in low lying areas in mine, and my neighbors yards. Everything looked as though it was in a wild waterfall, with rain gutters spilling over like they were placed in a river. They were of no use, water rushing over their tops. Low lying areas were hit much harder, flooding out engines of cars, basements and water over 4 feet deep in the underpass. The Casper Star Tribune states that we received 2.25" of rain in a very short period of time with winds up to 65 mph, with at very least $4 Million in damages. I have never seen anything like this rain, except Hurricane Ivan in 2004 in Atlanta, GA. My weather station data for this storm which states almost 9" per hour rain, can be seen here: www.wunderground.com
